An Caution for Keir Starmer drawn from His Own History: If You're Not Bold regarding Britain's EU Exit and Europe, His Party Challengers Will Be.

Seven years ago, it took just eight words to ignite the party's annual gathering and to show Labour was becoming disillusioned with Jeremy Corbyn. While not precisely soaring oratory, the phrase met with rapturous applause as most of the hall rose in an impromptu ovation.

When the noise subsided, the then-Brexit spokesman, stood at the podium, visibly startled. He wasn't really accustomed to his addresses having such an effect. His statement was simply: "Nobody is ruling out remain as an option". But context is everything.

In that darkly divisive time of 2018, departing from the prepared script in this way was always going to be seen as laying down the gauntlet to Jeremy Corbyn, who sought to prioritize Brexit voters in key constituencies over the Europhile sentiments of his party. In just one speech, this grey-suited shadow Brexit secretary underwent a transformation – if only for a while – into a risk-taker who championed the party's base against the leadership he later succeeded.

The Shift of Stance & Closed Debates

In the years since, the landscape has shifted, especially for Starmer himself. An early move upon assuming leadership in 2020 was declaring the EU question had been settled by the 2019 general election. And, at the last one, he consistently stressed manifesto “red line” commitments that ruled out re-entry into the EU, the single market or a customs union.

Similar to Corbyn, his strategy has been to pursue pro-Leave voters in key seats, despite survey data suggests a significant number have died or changed their minds.

A Lid That Rattles on Europe

However, it’s now Starmer is now to face the pressures of being a party leader. And, if Europe is no longer the central crisis of British politics, the cap which was tightly sealed since Brexit is starting to loosen once more.

The Prime Minister and Chancellor have intensified the rhetoric about the devastation caused by Brexit has caused to Britain's economic standing. This serves as an effective tool with which to beat Nigel Farage, who now rarely mentions how leaving the EU was once his singular purpose and is still his sole political accomplishment.

And yet, the extent of the economic harm, which by some estimates has left Britain with an economy that is significantly diminished than if it were still in the EU, dwarfs the minor adjustments thus far implemented by the government. Starmer’s so-called relationship reset agreed with Brussels last summer offers economic benefits quantified in fractions of a percent.

Internal Pressure & Ambitious Proposals

The chancellor is among those attempting to bypass entrenched Home Office resistance to a broader scheme of a growth-enabling program for young people by which young people can move between Britain and Europe to study or work.

The deputy prime minister has pondered publicly about the “self-evident” benefits of joining a customs union with the EU, while a dozen Labour MPs, including the chair of the Treasury select committee, last week voted for a Liberal Democrat motion on customs union membership.

While Nick Thomas-Symonds, the minister in charge of UK-EU relations, who is now attending all cabinet sessions, insists the firm boundaries remain unchanged, there are ways these could be bypassed. One idea would be to announce the start of negotiations now for a more ambitious agreement, to be featured in the following election platform, to be enacted only after securing a new electoral mandate.

Starmer's Deep-Seated Doubts

Yet, Starmer has lately been damping it all down again cautioning that rejoining an EU customs arrangement would “unravel” the trade pacts with America, which he views as key accomplishments of his premiership.

It is understood that the PM’s scepticism run even deeper, and is rooted in several key concerns.

  1. First, he believes a customs pact is now significantly more difficult because his ministers busily de-aligning from European rules in numerous policy areas, like environmental standards.
  2. Secondly, the prohibitive cost demanded from Britain for entry into a European defense initiative and the subsequent collapse in talks has convinced UK negotiators that European nations have little interest in cutting special deals to the UK than in demonstrating that Brexit does not work.
  3. Lastly, America's latest security doctrine, which has been welcomed by the Kremlin, is seen by some influential figures in Downing Street as grounds for the UK to keep its distance from the EU.

A Bizarre Document and Geopolitical Considerations

This bizarre and terrifying American strategy paper claims Europe faces cultural extinction because of immigration. It contains only one reference of the UK, placed beside a suggestion that Donald Trump’s administration will intervene in British politics to foster the rise of nationalist movements.

But, far from concluding that this makes America an undependable ally, the government is worried that aligning closer with Europe could upset the global balance by endangering precarious American backing for Ukraine, Nato and much more besides.

Leadership Speculation & The Echo from the Past

All of which brings us back to 2018. The PM has consistently stated that address was not an attempt to become leader but merely an attempt to preserve the possibility of remain in a future vote. In fact, back then, he still supported a tailored trade agreement similar to the one he currently seems to reject.

But it’s not been lost on the Prime Minister's office have noticed that the Health Secretary, who just about everyone assumes would stand for the leadership, is among a group of cabinet ministers signaling they desire greater ambition regarding the EU.

Aides to Angela Rayner, another likely contender in a future race to replace Starmer, maintain she refuses to comment on her position regarding a customs pact because it would only “fuel unnecessary gossip”.

The Clear Risk & A Wise Reminder

The risk is clear. If Starmer rules out more meaningful steps towards EU alignment, he allows rivals to claim the territory where most of Labour MPs, members and voters are to be found.

It would be prudent for Starmer to recall the effect that a short phrase had for him in 2018. There are options for a major proposal on EU relations that the prime minister ought to consider; he should prise them open himself, rather than letting rivals adopt them as their own.
