English Local Authorities Plan to Sell Off Social Clubs and Sports Centres to Manage Finances

According to a latest study of local authorities, UK councils are planning to sell social clubs, sports centres, and retail spaces as they rely on a fire sale of assets to balance the books.

Growing Fiscal Pressures Drive Asset Sales

The Key Cities Group for major urban areas in the UK stated that six out of ten of local authorities are intending to dispose of properties to meet the escalating costs of social services for vulnerable individuals.

Local governments have previously come under fire for selling public land and open spaces to support their finances, but they contend they must proceed to raise vital cash from asset sales or declare themselves bankrupt.

This coalition said that a high proportion of authorities seeking to raise money from a fire sale of assets marked “a distinct shift from 2024, when the largest share (60%) of municipal officials stated they would focus on service redesigns and utilising financial reserves to manage increasing financial challenges.”

Detailed Examples of Planned Sales

One local authority in southeast England said its property management strategy included the disposal of a retail complex in Rainham and a social club in Rochester to generate £20m over the next half-decade.

  • A local golf course and commercial properties held in two English counties, which all provide rental income for the authority, will additionally be disposed of under the strategy.

Council Tax Rises and Broader Financial Strains

This research of councils in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, further found that more than 70% of councils will need to raise council taxes next spring to address the rising cost of essential services, increased rates of housing insecurity, and a longstanding housing shortage.

Medway council said it will press ahead with asset sales after sharp increases in the cost of children services, support for vulnerable learners, adult social care, and temporary accommodation.

“We are taking innovative approaches but some of these take time to deliver both better provisions and financial savings,” stated Vince Maple.

He continued: “We face population challenges which will persist to increase the pressures we have. As a local government body, we had a drastic reduction in our central funding from over the past decade, which is very challenging.”

Countrywide Patterns and Forecasts

Research of regional authorities this week also found council budgets being strained by the increasing figures of young people and adults requiring special educational assistance.

A network of councils said that council deficits will reach £4.4bn a year by the end of the decade, as they struggle to cope with increased demand.

Government officials have delayed planned reforms to the Send system until the coming year after a policy document setting out those reforms has been postponed.

Deprivation and Financial Shortfalls

According to the most recent indices of deprivation (the Index of Multiple Deprivation) covering UK local authorities, many key cities members were among the most deprived in England.

  • “Participating urban centers like several major towns rank in the top 30 nationally under the 2025 IMD measures,” said the study.

“Although only a single urban area is in the ten most deprived for disadvantaged communities nationally, cities are far more likely to be in the worst-off 20% of the nation. The data highlights the scale of difficulties confronting municipal officials across major urban centers in the next twelve months,” the report concluded.

“Council officials have been explicit about the necessity for a fair and sustainable financial structure that reflects and responds to the actual extent of deprivation and demand,” stated Michael Mordey.

“Without this, local authorities will continue to face impossible choices around which vital provisions to fund, and which to cut, to the disadvantage of their residents.”

A fifth of councils have cut or compromised social care provision in the last year, the study revealed.
